Advice for Monitor

I have a budget about 125 dollar and I got confused. There are so much option and every product looks the same.
Should I just get the one I liked more or there are good brands I should get?
And which one is better 100.000.000:1 or 20.000.000:1 ?
And also I wondering is there any big difference between 250cd and 300cd?

Those contrast numbers are on a software level and don't really state how good a monitor is on a hardware level. The cd/m² is the brightness, and brighter monitors tend to be better.

Look at static contrast ratio and not dynamic contrast - the higher the better.

Take a look at the LG 27MK400H-B for a 27" size or the Samsung S24D330H for a 24" sized fullHD monitor.

Is that necessary to have more than 60hz If I want to work on animation?

There is no need for more than 60hz unless you are working on animations for games, cutscenes, video editing with footage over 60fps. For just plain 25fps / 30fps animation, 60hz is all you need.
