As per the manual, this board would only allow pcie3 x16 at x2 bandwidth on the second slot. Which might be ok for a GTX 1060, but you might see throttling here.

Yes it should be. Even if you don't find it on the Motherboard's QVL, most of the RAM still work just fine. You should look into getting 2x8GB Modules though, so you can run them in Dual Channel mode.
