Was suggested this list, any thoughts or advice my budget was set to 1,000 but I can go up and switch parts if needed.

Looks good overall but you should definitely swap the AMD GPU with an Nvidia GPU, as most Vray Version will need an Nvidia GPU with CUDA Cores to run. A GTX 1660Ti or RTX 2060 would work well here.
