Monitoring and dominating the CPU - GPU temperature, and also case fans’ performance?

Is there a comprehensive guide for monitoring and dominating the CPU - GPU temperature, and also fans’ performance?

At first hand, those questions pop up in my mind:
What shall I monitor? What attributes should I be aware of and sensitive to?
What interval of Celcius degrees is okay both for CPU and GPU?
What action should be taken when the degree goes over this interval?
Which cases are really serious and dangerous?

Also, for the PWM case fans, does PWM automatically arrange itself? Or shall I control the speed of fans regarding the current workload like simulation or rendering with the help of software?

And last, which software is the best to do such monitoring and domination?

I usually set fan speed control curves through the BIOS and forget about it.

Various Software would give you more fine-grained control of course. We don't have a Guide on this yet, good Idea!
