Is its possible to build a new PC but put in my old C:/ drive OS and other drives and have it run right off the bat when power on. I Know I got to reload GPU drivers and such but will this work okay. A OS is a OS right?

Yes, this should work. Most of the time Windows is able to just load the correct drivers and after a couple of restarts should be able to boot smoothly. I often do clones of a PC that already has a lot of programs installed and use it to drive another PC. As long as the hardware isn't too different this should be no problem.
