I have an ASUS ROG Z390-E motherboard with an RTX 2080 Super installed on it, would there be any chance I can add an RTX 3090 GPU alongside my existing GPU using an NV-Link?

The ROG Z390-E offers dual x8/x8 PCIe slots so you should be able to add in another GPU without losing out on too much performance. You don't need NVLink to get this going (if you need multiple GPUs for GPU rendering).

That said, do make sure you have a robust-enough power supply to handle them.
