Pc build for Blender and 3ds max ($800)

I need an advice. What should I get?

AMD 3600 and RTX 2060

AMD 3700x and GTX 1660s or 1650Ti

Is Gigabyte B450m S2H enough for these systems?

Yes that motherboard will run the above components. I'd say if you are doing cpu rendering, go with the 3700X option, if you are doing gpu rendering (cycles cuda) then go with the RTX2060 option.
