Hey Tony, Sorry for the wait!

The PC-Build you listed above will work nicely for 3d modeling and 3dsmax / vray5 work. You can use a b550 Motherboard if you are staying with your single gpu. For multi-gpu setups use the x570.

As for 3900x+2060super or 3800x+1660super you should decide if you are rendering in gpu mode, cpu mode or hybrid mode in vray5.

Personally, I'd go with the stronger GPU, as gpu rendering is usually faster in vray, but you might still depend on the cpu rendering functionality.
