Hi, I got two RAM's in my pc one 16GB Kingston Fury 3200mhz and one 8GB around 2960mhz (DDR4 both).
My question is: Is it better having one 16GB RAM 3200mhz inside to play dota 2 and stream it?
or is it working better using them both at same time as I do now? Thinking about the fps and picture quality improvements?

Since 16GB is enough for Dota, it'll most likely be better to just have the one 16GB 3200mhz module. With the second (which is running at 2933mhz?) chances are high that the RAM modules don't sync properly and both will run at lower speeds and higher latencies.

It should be easy to test both scenarios with a benchmark run and see what config comes out on top.
