Recommendation for specs of workstation

Hi everyone,
I'm building a gaming/video-editing workstation. I'm basically a beginner so, I'm researching the parts needed and other stuff. It would be pretty helpful if I received some help from a person who is quite knowledgeable in this field
I got a lot of help from the articles on this website, but a little personalized help would be appreciated.
As I said before, my purpose is to play some games as well as edit videos. I create short-films (30 mins) and do some occasional gaming (mainly GTA V Online and Watch Dogs 2).
The editing is mainly in HD but, the PC should be able to handle occasional 4K videos (very rare).
Please tell me which specs you guys recommend me (including RAM, GPU, CPU, and everything).
Please recommend the specs only according to the requirements as I only have a medium budget.
