Looking at upgrading to a new 4090 series gpu, but not exactly sure what else i will need to upgrade in my current build:

CPU: AMD Ryzen 9 3950X 3rd Gen 16-Core 3.5 GHz
CPU COOLER: be quiet! 250W TDP Dark Rock Pro 4 CPU Cooler
MOBO: ASUS AMD AM4 ROG X570 Crosshair VIII Hero (Wi-Fi) ATX Motherboard with PCIe 4.0, Dual M.2, SATA 6Gb/s, USB3.2 Gen 2, 2.5Gbps LAN, WiFi 6
HD: SAMSUNG 970 EVO PLUS 2TB Internal Solid State Drive (SSD)
POWER: Corsair CP-9020195-NA RM750 750W
CASE (MID): Corsair Carbide Series 275R
RAM: CORSAIR Vengeance RGB Pro 128GB

- I will need a larger case(?)
- at least an 850W power supply(?)
- how much performance will i lose w/ PCIe 4.0 interface? should i consider a newer motherboard with PCI 5.0?

The RTX 4090 is a PCIe 4.0 GPU, so you won't see any slowdowns running it on PCIe 4.0.

The 750W PSU is cutting it close. It may work, but there's risk of power spikes reaching higher, also depending on the load of your other components. The Nvidia RTX 4090 has an official power draw of 450W, though momentary spikes of power, known as transients, may mean that it will draw more on occasion.

The Corsair Carbide 275R is deep enough for all of the 4090 models, unless you mount a really thick AIO at the front intake (which you're not doing at the moment with the Air CPU Cooler)
