WANTED:
A dedicated streaming PC connecting 2 x 60Hz 2K monitors—I don’t think I need the RX 5700XT. I plan on using NDI to capture Gaming PC content. What GPU could I get away with that would be adequate/compatible? Streaming to Twitch using OBS while simultaneously recording 1440p/60 to an internal HD.

I'd say you should hold off on the GPU purchase for a while. We're in the middle of the release of 2 GPU product lines from Nvidia and AMD this month and you should be able to get a way better GPU if you can wait until the end of November.

As for the GPU itself, since you're using a capture card, the GPU choice mostly depends on the quality and types of games you'll be playing on your monitors.
