Yes that sounds like coil whine. Is it originating from your PSU or GPU? Many GPUs exhibit coil whine, and while it's annoying, they can mostly be used without any further issues. I'm not sure about PSU coil whine, though. @Jerry James?

Oof yes that does sound like a particularly bad case of electrical noise. Does the noise stay even when you’re using your PC? Or is it just when you power off?

and how long does that noise stay once your PC is off? And what PSU model exactly?
It could be caused by the parts used to bleed your capacitors for safety if the sound goes away after a bit.
If it is, you can probably qualify for an RMA, assuming your unit is under warranty.

My PC was 2 month old. And buzzing sound I noticed 12 days ago.As long as the psu was on, the noise was there.But I didn't smell any burning.It's been 12 days and no problem other than the noise. The computer is running fine.But now the noise is gone by itself.I did not do anything.. The noise might come back again.I Don't know. It is been 12 days and no problem other than the noise. The computer is running fine. But I'm scared. Will it cause any problems to my computer?

I went to the shop.Sadly they didn't replace my psu..

psu model :CORSAIR CV 450w 80 Plus bronze
mother board :asus tuf gaming b660m-e
processor:intle i5 12400
NO GPU

is it coil whine??
Is it harmful for my pc??

@jerry jemes???

No, it should be fine unless you're consistently getting the noise. Electrical interference/capacitors discharging does weird things like that. The Corsair CV isn't really the best PSU out there, but it should get the job done for a max load of 450W.
You can try turning off ERP in your ASUS BIOS to see whether it solves the issue permanently - https://www.cgdirector.com/what-is-erp-mode-erp-ready-in-bios/#How_To_Enable_or_Disable_ErP_Mode
