How can a 512 SSD accommodate my data off an old 1TB HDD which is about 70% full when I transfer most of the data to my new PC I am trying to build?

You'll ideally need a larger SSD if you want to keep most of your data. If you can split the data between both drives, you can just connect both drives to your new PC, install Windows on your SSD and just copy data once you're set up, using regular Windows file copy.
