Yes 1200W will be enough for this build. Do note though, that if you upgrade your GPUs to 2080Tis or subsequent generation GPUs, you might need a stronger PSU. For 4x 2070 GPUs in this configuration though, 1200W will suffice.

The rest of the build looks great! Will you be doing GPU Rendering in Octane/Redshift/Vray on this? Or another workload?

Awesome! Thanks! I was just beginning to consider the 2080s as the blower style 2070s are becoming difficult to find at below 700 but I managed to get some for 600 each.

And yes, mainly redshift in Cinema 4D, and of course the subsequent photoshop and After Effects work that comes along with that.
