Will a '75hz design monitor' sufficient for gaming with a Rtx 3060?

Please help me, I'm confused whether I should go with a gaming monitor or a graphic design monitor, as I wanna do both and my budget is 30k INR

Kinda depends on what you primarily want to focus on. There are some compromises you'll have to make one way or the other. For both gaming and design, I'd recommend a 144Hz IPS display as a good middle ground. Look for monitors that have decent color gamuts, etc.
