Apart from the Denoiser, Renderman is not currently GPU accelerated as far as I know. So those 3 GPUs will not do much for you. Consider going the CPU Rendering route with a PC such as the following, which would grant you much higher Render speeds in Renderman:

How’s it going Alex? First off let me say thank yo get responding to this post! So if I’m going to render CPU I’m definitely going to want to bring down render times. So if I doubled my budget and built 2 of these Machines would that work to make it go faster or does it just render from one cpu? This is my first time going pc btw.

And how would I connect the machines? The motherboard or straight to the monitor?

That's the beauty of rendering: You can scale it almost indefinitely. With two similarly performing computers you'll have close to half the rendertime, yes. You can read our guide on building a renderfarm that has all the info you need on it:

You can either just split up your frame-ranges and manually start the rendering on each pc (one pc renders e.g. 0-500 frames, the other 500-1000) or you use a renderfarm manager software such as thinkbox deadline which is free for up to two nodes. That handles everything on its own.
